Joyce Zemans (b. 1940) is a Canadian art historian, curator, cultural policy specialist and academic. She is an appointed member of the Order of Canada, former director of the Canada Council for the Arts (1988-1992), as well as a Senior Scholar and University Processor Emerita of the Schulich School of Business at York University. Her research focuses on Canadian cultural policy, curatorial practice, and twentieth-century Canadian art, with a particular focus on the development of abstraction in Canada and the work of Canadian women artists.
Joyce Zemans studied at the University of Toronto, receiving a Bachelor of Arts in French in 1962 and a Master of Arts in Art History in 1966. Shortly after receiving her MA, Zemans began her academic career at the Ontario College of Art (now OCAD University) as a Lecturer in Art History. During her tenure at the OCA she served as Co‑Chair and Chair of the Department of Art History (1970–72) and developed the institution’s Liberal Arts Studies program, serving as the founding Chair of the new department from 1973 to 1975. She later joined York University as Associate Professor of Art History and Chair of the Department of Visual Arts, and in 1985 became the first woman to serve as Dean of the Faculty of Fine Arts.
From 1988 to 1992, Zemans served as Director of the Canada Council for the Arts, where she spearheaded initiatives aimed at fostering a more equitable environment within Canada’s arts sector. Among these was the creation of the Racial Equality Advisory Committee, which led an extensive consultation process to identify key barriers to equality and recommend strategies to address them.
After completing her term as Director of the Canada Council, Zemans spent a year at the University of California, Los Angeles (UCLA) as a Visiting Scholar before returning to York University in 1994, where she continued teaching and contributed to the development of new courses and programs. Most notably, she was a driving force behind the establishment of York’s Program in Arts and Media Administration in the Schulich School of Business, serving as Director of the MBA program from 2002 until her retirement in 2021. Throughout her career, she also served on numerous advisory boards and committees, lending her expertise to support cultural institutions and initiatives across Canada.
In addition to her extensive career in academia and policy work, Zemans is also an accomplished curator and has collaborated with galleries across Canada. Exhibitions she has curated include Jock Macdonald: The Inner Landscape (1981), Alexandra Luke: The Watercolours (1984), Christopher Pratt: A Retrospective (1985), and Kathleen Munn, Edna Taçon: New Perspectives on Modernism in Canada (1988), among others. She has also written and published extensively in the fields of Canadian art and cultural policy, and is the author of a number of monographs, exhibition catalogues, and book chapters, as well as many reviews and scholarly articles.
Zemans’ important contributions to arts and culture in Canada have been recognized with numerous significant awards and honours, including her appointment to the Order of Canada in 2003 and honorary doctorates from the University of Waterloo, the Nova Scotia College of Art and Design, and Concordia University. She is an Honorary Fellow of the Ontario College of Art and Design and a recipient of the University of Toronto’s Arbor Award. She has also been recognized by the Canadian Women’s Art History Initiative (CWAHI).Upon her retirement in 2021, the Joyce and Fred Zemans Scholarship was established in her honour at York University. Her extensive professional and academic accomplishments have had tremendous impact on subsequent generations of academics, artists and arts workers.
