York University (Toronto, Ont.). President' s Art Advisory Committee

The Art Advisory Committee (also known as the Advisory Committee on Art and the Fine Arts Committee) was promoted by President Murray G.Ross in 1962 when he asked several York faculty and friends to guide the planners and architects in acquiring works of art to accompany new buildings being erected on the Glendon and main campuses of the university, encourage the donation of gifts of art to the university, and arrange for exhibitions and lectures. The University had committed itself to spending.5% of its annual budget on the acquisition of art, and the committee drafted principles in 1964 on art acquisition: art for the campus was to be contemporary with an emphasis on Canadian, human in scale, integrated with the architecture and landscape of the university, imageable (giving each part of the campus a clear identity), democratic (seen by the largest possible community), flexible and adaptable.

The first Provost was appointed in February 1984 by the Board of Governors. The responsibilities of the Provost relate to student affairs and York community services. Several student societies, groups and services report through the Provost' s Office including the Office of Student Affairs, the Counselling and Development Centre, the Colleges, and Athletics and Recreation. In addition, the Provost takes the lead in the areas of human rights (Status of Women, Race Relations, Students with Disabilities), and is responsible for an arts portfolio which includes the Art Gallery of York University. In 1990 the position of Provost became a part of the Vice President (Campus Relations and Student Affairs).

Safety, Security and Parking (formerly the Department of Safety and Security Services) is responsible for the operation and oversight of all parking facilities on campus and it facilitates the safe and orderly conduct of University business on a year-round basis. At the same time the office is responsible for accident investigation, Workers Compensation, inspection of hazardous conditions and wastes, pest control, radiation safety, health and safety education, indoor air quality and ergonomic assessment. York Student Security began in 1977 as a adjunct security service staffed by student volunteers. It is now a paid, unionized security service whose members participate in the Night Security Patrols, operate the Student Security Escort Service and work alongside the Parking Authority.

York University (Toronto, Ont.). Senate. Academic Policy and Planning Committee

The Academic Policy and Planning Committee (APPC) is the key committee of the Senate responsible for examining and formulating long-term and short-term academic policy. Its functions include recommending to Senate new faculties, departments, programmes, and research centres as well as recommending reviews of existing structures. In addition, it makes recommendations to the Board and the President regarding budgetary considerations for the academic function of the University, and in respect to tenure of faculty (but not of individual cases). Prior to 1980, there were several sub-committees of APPC including the Steering Sub-Committee (which acted as an executive to the APPC), a budget sub-committee, two planning sub-committees, a Non-Faculty Colleges Sub-Committee and a sub-committee on instructional aid resources. The Sub-Committee on Non-Faculty Colleges was charged with examining the academic, social and cultural roles of these Colleges and the structures necessary to make them work. The Sub-Committee' s mandate expired in 1981.
The Committee currently has two standing sub-committees: the Long Range Planning Sub-Committee which reports to APPC on long-range trends in education, the introduction of new disciplines, future social requirements, library technology, and new methods of promulgating and organizing research.
The Technical Sub-Committee is responsible for defines, obtains and analyses data and supporting documents related to proposals before APPC. APPC also has the right to establish sub-committees for particular issues.

The Committee on Curriculum and Academic Standards (CCAS) was created in 1986 by bringing together the Committee on Curriculum Policy and Instruction (itself created in 1979 out of the Curriculum Committee), and the Committee on Examinations and Academic Standards (with the exception of the appeals function) The Committee is responsible for formulating policy and making recommendations on all matters concerning the improvement, evaluation and co-ordination of curriculum, teaching and learning in the University. It also co-ordinates and oversees all matters relating to examinations and academic standards and exercises initiative in consideration of the University’s grading practices.

The Committee on Scholarships and Student Assistance was responsible in the area of student assistance, for the awarding of all scholarships, medals, prizes and other types of awards, and had power to evaluate the terms and conditions of all such awards to insure that they met University regulations with regard to inclusiveness. The Committee was superseded by the Committee on Admissions, Recruitment and Student Services in 1979.

The University Librarian (formerly Director of Libraries to 1990) has responsibility for the administration of the libraries, including the Scott Library, Law Library, the Administrative Studies/Government Documents Library and the Steacie Science Library on the Keele Street campus, and the Leslie Frost Library at Glendon College. The Director represents the libraries to the University, through the Vice President (Academic), and sits as an ex-officio member of Senate and its library committee. In addition, the Director represents the libraries to the external community. The following men and women have served as University Librarian/Director of Libraries since 1959: Douglas G. Lochhead (1959-1962), Thomas O'Connell (1963-1976), William Newman (1977-1978), Anne Woodsworth (1978-1983), and Ellen J. Hoffman (1984-).

The Vice President (Campus Relations and Student Affairs) was created in 1990, to combine activities that had previously been those of the Provost and other university officers. The Vice President has responsibility for the Status of Women Office, the Sexual Harrassment, Education and Complaint Centre, Race and Ethnic Relations, the Art Gallery of York University, Athletics and Recreation, the Counselling and Development Centre, Office for Persons with Disabilities, and Student Affairs. In addition, the Vice President takes responsibility for relations with the colleges (including Glendon), scholarships and financial aid, and Health and Wellness. Elizabeth Hopkins has served as Vice President since 1990.

The position of Vice President (Finance and Administration) was created in 1986 as part of the general redefinition. of University 's executive administration. The Vice President was responsible for the following offices and duties: Employee relations including Academic Labour Relations and employment equity; Finance including purchasing, Comptroller, and the budget; Human Resources including non-academic labour relations, staff development, benefits and pensions, payroll and records; Safety, Security and Parking; Business Operations including housing and food services, bookstores, commercial tenants and vending; and Physical Resources including facilities management and planning, physical plant, construction and administration. Many of these responsibilities had previously been assigned to the Vice President (Finance and Employee Relations) and the Vice President (External Relations and University Development).
The Vice President (Finance and Administration) position was dissolved in 1993, with most of its responsibilities being taken on by the Vice President (Institutional Affairs). William Farr served as Vice President (Finance and Administration) for the entire period, 1985-1993.

The Vice President (Institutional Affairs) was a position created in 1986 when the position of Associate Vice President (Management Information and Planning) was upgraded to a full vice-presidency. The Vice President (Institutional Affairs) was responsible for the University Secretariat, statistical reporting (including the production of the 'York Fact Book'), institutional research, the Office of the Registrar, employee records and government reporting. In a further administrative shuffle in 1993, the Vice President (Institutional) took on responsibility for all human resources, physical resources, financial planning as well as employment equity, the University Counsel, and Safety, Security and Parking, all coming from the disbanded office of the Vice President (Finance and Administration).

The Women 's Studies Programme, begun in 1983-84, is an interdisciplinary programme within the Faculty of Arts that offers students the opportunity to combine programme-related courses on women with courses in one of the Faculty 's departments. The programme consists of a core course, offerings in other departments and a senior research project undertaken in one of the Faculty 's departments that relates to the study of women to their social and cultural context.

York University Transport Centre

The York University Transport Centre was established in 1969 following recommendations from the Vice President' s Committee on Canadian Transport Studies (1967). Its goal was to foster transportation education and research in the areas of national transportation issues, road transport issues and the natural transport network. The Centre, in cooperation with the University of Toronto Department of Urban Studies, established the Joint Programme in Transportation at the two universities in 1970.

Atkinson College. Faculty Council

The Atkinson Faculty Council was established in 1962 by the university Senate as the legislative and deliberative body of the college. It dealt with all academic matters, including curriculum, examinations and petitions of grades. In addition, it has responsibility for policy and planning activities, hiring of faculty and awarding of research grants to faculty and student awards. In 1964 it was succeeded by the College Council.

Founders College

Founders was the first college established on the main campus of York University, opening in September 1965. The College is affiliated with the Faculty of Arts with special attention paid to the disciplines of Anthropology, French Studies, History, Psychology and Women 's Studies. In addition, the college offers a number of course in the college tutorial programme and is part of the Inter-College Curriculum programme. The college contains the Arthur Haberman Art Gallery, the Nellie Langford Rowell Library and the Office of the University Advisor on the Status of Women. It has a residence building made up of seven houses, each named after a member of the Group of Seven.

Glendon College. Student Union

The Student Union is the political and social voice of all students enrolled in the College and represents students on various College and University committees. Its executive consists of a President and Vice-President and Directors of Cultural Affairs, Bilingual Affairs, Academic Affairs, Clubs & Services, Communications and External Affairs. The body of the union is made up of annually elected councillors, first year representatives and representatives of each department and programme at the College. In addition, the Alumni Association is represented.

McLaughlin College. College Council

The McLaughlin College Council (formerly the Student Council) was instituted in 1968, the year the College opened, as the elected voice of the student body. It is made up of all registered students with non-voting status given to Fellows, Alumni and College officers. The elected members of Council include the President, Directors of External Affairs, Business Affairs, Cultural Affairs, Social Affairs, Communications, a representative to the York Federation of Students, general councillors and a first year councillor. The Council appoints a Speaker, Secretary and Treasurer, the last two being paid, non-voting members. In addition, the Council elects an Athletic Council. The Council must meet at least twenty times during the Fall/Winter Academic year. In 1982 the Student Council was dissolved and was reconvened as the College Council in 1983. The Council represents the interests of the student body to the administration of the College and to the wider university community. Within the College the Council is responsible for the appointment of the Orientation Co-ordinator( s), the editor of the McLaughlin 'Mirror' and the managers of the Games Room, the ARGH [coffee shop] and the Mac Pub.

Metropolitan Toronto Track and Field Centre

The Track and Field Centre was first proposed as a small stadium to replace facilities lost at the Canadian Exhibition Stadium when it was expanded for professional sports. The stadium was proposed in 1974 and York won a competition to have it located at the university, thanks to its generous land endowment. The centre was opened in 1979.

Norman Bethune College. College Council

The Bethune College Council is made up of student members (elected by all of the College' s undergraduate students), the Master, the administrative staff and Fellows of the College, and two appointees. Nine student members are elected as Chair, Vice-chair, Treasurer, Freshmen Reps (2) and General Members (two representing the Residence Council, one representing commuting students, and the Student Senator). In addition, the Master serves on Council, as does one Fellow of the College, elected by the Council of Fellows. If s/he is not elected to council, the chair of the Programme Committee becomes the twelfth member of Council. There are two appointed officers of Council, the secretary and the chief returning officer, both non-voting members. The Programme Committee, a working committee of Council, consists of the Master (or designate), the Student Liaison Officer and two students appointed by Council.

Kiev Glasnost Films Inc.

Kiev Glasnost Films, Inc. distributed films contextualizing the fall of Communism in the USSR and Eastern Europe. Its history begins in 1989 when Dr. Romana M. Bahry, Associate Professor in the Department of Languages, Literatures and Linguistics of the Faculty of Liberal Arts and Professional Studies and Fellow of Stong College at York University became the recipient of the 1989 Canada -USSR Academic Exchange Grant which allowed her to travel in August 1989 to St. Petersburg (then called Leningrad), Moscow and Kyiv (then called Kiev). She was one of the first Slavic Studies professors in Canada to travel to Ukraine which was then still part of the USSR. It is here that Professor Bahry met directors of the Ukrainian film studios who asked her to take their films to Canada with her. That same year, Bahry organized a film festival at York University Ukraine titled "Glasnost and Ukrainian Documentary Films" (Oct. 22-23, 1989) which screened documentary films from Kiev. During Bahry’s second visit to Ukraine in 1990, she met with documentary and animation film studios in Kyiv (then called Kiev) and formed Kiev Glasnost Films which would acquire screening and duplication rights.

After acquiring permissions, Kiev Glasnost Films and Bahry were involved with organizing an international symposium at York University titled "Ukrainian Glasnost Films 1990" (proceedings of the symposium published as "York University, Ukrainian Glasnost, 1990 Film Festival”) and consultation for the symposium and film series on "Soviet Society in the Glasnost Era" at the Smithsonian Institution, Washington D.C.; the American Committee on U.S.-Soviet Relations, January 10-21, 1991; The University of Alberta and The Alberta Council for the Ukrainian Arts, March 23, 1991; C.B.C. television’s the Journal "Latvia, Ukraine" (March 1991); and the Harvard Ukrainian Summer Institute: Contemporary Ukrainian Film Festival, Harvard University, Ukrainian Research Institute, August 1991.

Hepatitis C Society of Canada

The Hepatitis C Society of Canada (HeCSC) is a non-profit, national voluntary health organization. Its mission is to fight hepatitis C through prevention, early detection, support, appropriate treatment and comfort. It does this through 40 chapters across Canada that offer support groups, local peer counseling, publications and seminars. In addition, mainly through its intervenor status at the Krever Commission, the society advocated for just compensation for those who developed hepatitis C through tainted blood transfusions. HeCSC was founded in May of 1994 by Dr. Alan T.R. Powell of Toronto. The first volunteers started working with the organization in June 1994. By October, chapters were established in Victoria, Edmonton, Regina, Hamilton, Toronto and Ottawa. With the national office open in Toronto and the 1-800 number up and running, HeCSC was providing support and resources for hepatitis C carriers all across Canada and became registered as a charitable organization in January of 1995 and incorporated by Industry Canada as a non-profit group in April of the same year. HeCSC is funded by Health Canada’s National Voluntary Health Organizations and Hepatitis C Division, Ontario Ministry of Health’s Healthy Communities, and donors.

'Waves' was a literary magazine originally produced at York University (1972-1980), that grew out of a poetry workshop conducted by Irving Layton at the university in the 1970-1971 school year. The journal was devoted to prose and poetry, and was issued three times a year. The editor of 'Waves,' Bernice Lever, also served as office and business manager, circulation manager, and eventually became owner of 'Waves,' in 1976. From 1980 until it ceased publication in 1987, 'Waves' was produced in her home.

The College Council is the highest legislative body in the College. It is composed of nineteen members representing the Master, the Fellows, and the students. The nature of the representation is prescribed in some cases including the Master and three fellows. The officers are a President, Vice President, and Treasurer, male and female Social and Cultural Affairs Directors, male and female Athletic Affairs Directors, and student representatives for commuting students, for first-year students, and for residence students. There are also two Councillors-at-Large. Two of the student representatives must sit on the York Federation of Students. The Council has several committees and commissions, including the Judicial Affairs Commission, which is responsible for discipline of all members of Winters College. The Council has responsibility for the supervision of all clubs in the College, the allocation of the Council funds collected from students, the regulation of student behaviour and other responsibilities as assigned by the Master. The Council, through a Board of Management, operates the Absinthe Pub, and has also supported several literary and newsletter publications.

York University Co-Operative Daycare Centre

The York University Co-Operative Daycare Centre was established at Winters College in 1969. During its inaugural year the Centre served eighteen children. In 1970 it licensed and in the same year it relocated to the Graduate Residence. Soon after it relocated again to its current home in the Atkinson Residence. By 1976, the roster had reached its maximum compliment of 115 children of students, staff and faculty. The project is co-operative and requires parents to participate as staff and as managers. The Centre is largely funded by child care fees charged to parents as well as by subsidies from Metro Toronto, and the University.

York University Faculty Association (YUFA)

The York University Faculty Association was established in 1962 as the voice of faculty in University affairs, but it was not until 1974 that YUFA became the authorized bargaining agent for York University faculty members and librarians, as designated by the Collective Agreement. The Association elected officials include the Chairperson, Vice-Chairperson for Organization, Vice-Chairperson for External Affairs, Recording Secretary,Information Officer, and Treasurer. They are elected annually. In addition, there are appointed officers, the Grievance Officer, the Organizing Officer, and the Negotiating Officer, and representatives from the several constituencies (all faculties and the Library). Appointed officers serve a two-year term. The Association 's Executive Committee consists of all the officers, the past Chairperson, and the Chairperson of the Contract and Grievance Committee, and has general oversight of the Association between general meetings.

The Association has three standing committees: Contract and Grievance Committee, which reports to the Executive on specific grievances, oversees the election of local stewards and their handling of grievances, monitors the application of the Collective Agreement, hears reports and supervises the work of the Grievance Officer and the Organizing Officer. The Negotiating Committee is responsible for the drafting of the provisions of the Collective Agreement in cooperation with the Executive and Contract and Grievance Committee, presenting this positions to the membership for approval, negotiating the terms of the Collective Agreement, and appraising the membership of the proceedings of negotiations. The Nominating Committee is responsible for securing nominations for all elected positions, and for membership on committees.

Local stewards are elected for each constituency, one steward for every thirty-five members. There must be a minimum of four general meetings yearly, at least one of which is designated the Annual Meeting. The Executive and Contract and Grievance Committee shall meet six times yearly.

The Assistant Vice President reported to the Vice President (Academic) from 1969 until 1973 when he began reporting to the University Vice President, with increased responsibility for the Convocation Office, and the Department of Instructional Aid Resources, Student Awards and liaison with Canada Manpower. In the 1976 reorganization of the executive officers of the University, the Assistant Vice President was assigned to the Vice President (Employee and Student < Relations), when the name was changed to Assistant Vice President (Student Relations). The Registrar is the university officer responsible for the Registration Office which coordinates the processes, activities and publications associated with obsessional registration, the Student Records Office which manages academic student records and coordinates administrative computing services and the Student Record Service (RS) database, and their Room Allocation Centre which manages the allocation of teaching space at York. Beginning in 1991, the title of the officer was altered to Associate Vice-President (Registrar). The following people have served as University Registrar: Denis Smith (1960-1961), Donald S. Richard (1961-1967), Gordon F. Hogarth (1967-1969), MA. Eider (1970-1984), Lynda Burton (1985-1989), Gene Denzel (1991-1998), Ygal Leibu (1998-2000), Louis Ariano (2000-2004).

secretary notifies members of meetings, is the custodian of the corporate seal, is the keeper of the books and records of the Board and performs other duties as the Board assigns.

The Business Manager had responsibility for food, housing, parking and related services to the university community, including ceremonials (including convocations). In August, 1971 the Business Manager, J.R. Allen, was named Director, Ancillary Services.

This establishment was formerly the Founders College Senior Common Room (established 1966), which was renamed the York University College Faculty Common Room in 1968. As new colleges were opened on the campus an umbrella body, the York University Senior Common Room Inc., was established to serve as a license holder and victuals contractor for the several SCR's.

The Director was originally named the Business Manager, with the title Director of Ancillary Services first being employed in 1972. The Director was responsible for university facilities, including parking, food and liquor services. During the period covered by these records the position was held by J.R. Allen.

York University (Toronto, Ont.). Dept. of Campus Planning

The Department of Campus Planning, the forerunner of the Department of Facilities Planning and Management, was responsible for the planning and implementation of the physical environment of York University. The Department had three major responsibilities. The first was the development of the Master Plan, which involved the selection of architects, liaison with municipal authorities for the provision of services to the campus and co-operation with various building and planning committees on campus, including the Board of Governors Property and Building Committee and the Campus Planning Advisory Committee. The second was to provide background information to planners, architects and consultants with regard to space allocation, design, and services for the several campus buildings and facilities, both on the Glendon and main campuses.
Finally, the department had to oversee the implementation of the Master Plan and this work involved control over costs and schedules; work with outside consultants and project committees within the university; and liaison with the Department of Physical Plant. The Department was renamed Facilities Planning and Management in 1980.

The York Gazette (including its predecessor) is the official voice of the university. It provides news coverage of York' s major administrative and academic departments. It is a bi-monthly publication that began as a monthly in 1962. It was published monthly as the 'York university Gazette" from 1962-1970. From 1970 to date it has been published as the "York Gazette". The Gazettes were published by the Department of Publications from 1966 to 1976.

The Department of Facilities Planning and Management is the successor to the Department of Campus Planning, acquiring its current name in 1980. In that year the new department assumed the responsibilities of the Department of Ancillary Services. The department is responsible for all planning of space allocation on the campus and the maintenance of a computerized database of space use.

The Department of Foreign Literature was a successor to the German, Russian and Spanish sections of the Department of Modern Languages (1964-1967), and offered undergraduate language and literature courses in those areas. The Department became a part of the Department of Languages, Literatures and Linguistics in 1979.

The Department of Human Resources was established in 1988 as a successor to the Department of Personnel Services. It is responsible for employee relations, including development of policy, job evaluation and salary administration, employment equity recruitment of non-academic staff, labour relations with non-academic unions, including grievance handling, discipline and layoffs, and pensions and benefits.
In 1993 a reorganization of executive offices resulted in the Department of Human Resources being placed under an Assistant Vice-President for Finance and Human Resources within the portfolio of the Vice President (Institutional Affairs).

The Department of Physical Plant is responsible for the maintenance of physical property of the York University grounds. This responsibility includes: garbage disposal; snowplowing; road repair; maintenance of outdoor benches, shelters and signage; landscaping; operation of vehicles; and caretaking. The maintenance of buildings includes electrical and mechanical equipment and utilities, heating and cooling equipment; sewage; and fire hydrants.
The Department of Physical Plant was a part of the operations directed by the Vice-President (Administration) in the 1970s and was subsequently placed within the portfolio of the Vice-President (External Relations and University Development). It became the Physical Plant Operations Division of the Physical Resources Group in the Office of the Vice President (Finance & Administration) in 1988. A subsequent reorganization in January of 1993 saw the Physical Resources Group become part of Facilities and Business Operations within the Office of the Vice President (Institutional Affairs).

The Department of Private Funding is a successor to the Department of Development. The current name has been used since 1988. The development function at York University began in approximately 1967 when Kim Mcilroy was named as Development Officer in the Department of Information and Development. A Department of Development, initially reporting to the President and later the Vice President, was instituted in 1970 with responsibility for raising funds in the private sector through corporate, foundation and individual gifts. One of the first fund-raising campaigns was the Founder 's Fund (1965), which sought to raise $15,000,000 from the private sector and individual donations. The Associates Programme sought to raise $100 annual gifts from individuals in large corporations. Through a series of annual programmes the current Department of Private Funding attempts to raise funds from corporations, foundations, organizations, community businesses, parents, faculty and alumni in four broad areas: capital projects; student aid; library collections and research. The Department reports to Senate through the Vice-President, External Relations. The Department of Private Funding is a successor to the Department of Development. York University (Toronto, Ont.). Development of Teaching Skills Programme

The Development of Teaching Skills Programme (DOTS) was initiated in 1973 as a project of the Counselling and Development Centre. It became an independent programme in 1977 and at that time its name was shortened to Teaching Skills Programme. In 1980 the Educational Development Office was established with the teaching skills programme as its major activity. In 1989 the Educational Development Office was superseded by the Centre for the Support of Teaching.
The Teaching Skills Programme was designed to aid lecturers and tutorial and seminar leaders with their teaching skills. The programme offered seminars and workshops on such matters as lecturing, teaching effectiveness and use of the library. In addition, it prepared and produced instructional materials and publications relating to teacher effectiveness.

York University (Toronto, Ont.). Faculty Council

The Faculty Council was established in 1960 as the highest deliberative academic body in the university determining course content, hearing appeals of students on grades, establishing enrollment procedures and participating in related academic matters. In its early years, the faculty council was essential in establishing the academic programme of the university. Much of the Council' s work was carried out by Standing and ad-hoc committees, with the following being standing committees: Applications & Memorials, Examinations & Academic Standards, Examinations, Minor Research Grants, Scholarships and Undergraduate Studies committee. The ad-hoc committees included nominating, Schools' Liaison and Length-of-term. In 1963 it was replaced by the Faculty Council of Arts and Science.
