Correspondence, 1991-2008

File consists of correspondence received by Whitaker between 1991 and 2008. It includes a letter from John Lolie(?) regarding Whitaker’s paper, which may have discussed Canada’s role in the Gulf War, email correspondence with Francesca Worral of the IRPP regarding edits to his article for the journal, an invitation to appear on Canal D’s Mission secretes (2001, likely not aired due to the 9/11 terrorist attacks), a letter confirming Whitaker’s acceptance of an invitation to lecture at ElderCollege in 2003, and Whitaker’s invitation from Bob Paulson, Assistant Commissioner at the National Security Criminal Investigation team to attend the RCMP National Security Criminal Investigations workshop in 2008. Correspondence with Phillip Girard

File consists of correspondence with Professor Philip Girard of the Dalhousie Law School regarding Girard’s article “From Subversion To Liberation: Homosexuals and The Immigration Act 1952-1977.” Girard and Whitaker then discuss the Government of Canada’s previous intelligence and immigration related discrimination against LGBTQ individuals and the British government’s case against Alan Turing, as described in Andrew Hodges’ Alan Turing: the Enigma (1983).

Correspondence with John Kennett Starnes

File consists of correspondence with John Kennett Starnes, the former Director General, Security and Intelligence Directorate for the Royal Canadian Mounted Police (RCMP). Starnes first wrote to Whitaker objection to the latter’s interpretation of his comments regarding the Parti Quebecois and Quebec separatism, which Whitaker quoted in his submission to the Special Committee on the Review of the Canadian Security Intelligence Service Act (CSIS Act). Whitaker and Starnes then converse about the interpretation of “targeting” in the context of the CSIS Act. Whitaker also writes to Blane Thacker, MP, who served as the Chairman of the Special Committee on Review of the CSIS Act regarding Starnes original letter. Whitaker and Starnes then continue their correspondence regarding national security and intelligence matters, including the October Crisis (1970) and the Gulf War (1990-1991).

British Columbia Civil Liberties Association

File consists of proposed legislation, Whitaker’s affidavit for the British Columbia Civil Liberties Association in their complaint against the Canadian Security Intelligence Service (CSIS), case commentary, hearing transcripts, police reports, booklets, and drafts of Whitaker’s article “Profiling: From Racial to Behavioural to Racial?” File also includes notes and travel confirmation receipts kept by Whitaker.

National Archives R/ Eric Adams Fonds

File consists of correspondence and the finding aid for the Eric Adams fonds at the National Archives of Canada (now Library and Archives Canada). Discussion began with Ellen Adams, daughter of Eric Adams, a defendant in the 1946 Gouzenko spy trials regarding suitable repositories for her father’s records, continued with Whitaker and archivist Myron Momryk’s discussions regarding the contents and arrangement of Adams’ records and ends with Momryk’s recommendation that Adam’s remaining records be sent to other archives, including the York University Archives.

Illustrated History of the Cold War in Canada

File consists of memorandums of agreement between Whitaker and Steve Hewitt and James Lorimer & Company Limited, a list of topics, Whitaker’s editorial notes on his contributions, a bibliography. It also includes a newspaper clipping with details on the memorial service to be held for Igor and Svetlana Gouzenko.

The City in the World

File consists of a draft and photocopy of discussion paper ‘The City in the World: Security and Resiliency as a Foundation for Long Term Urban Planning,” for which Whitaker was a contributor.

9/11 Responses

File consists of papers, correspondence and conference itineraries relating to the aftermath of the September 11, 2001 terrorist attacks on the North and South Towers of the World Trade Center in New York City. Whitaker’s responses to this event are focused largely on changes to national security and intelligence services in Canada. Includes the following papers by Whitaker: ‘The New Public Safety Paradigm,’ ‘Right & Wrong Responses to Sept. 11,’ ‘9/11 Responses: Right and Wrong’ (included in “Responses to Terrorism: An Analysis”), and ‘9/11 and the Canadian Security & Intelligence Community’. File consists of correspondence and publishing agreements signed by Whitaker with University of Toronto Press (UTP) and University of Regina Press (URP) respectively. Correspondence relates predominantly to publishing and marketing the book “Secret Service: Political Policing in Canada from the Fenians to Fortress America.” Publishing agreements with UTP include those for “Secret Service” and the Foreword to “Into the Wilderness of Mirrors: The Five Eyes and Counter Intelligence in the Cold War.” Publishing agreement with URP includes that for “Troubled Marriage: Liberal Pluralist Democracies and Religion” for inclusion in the collection “Challenges Facing Canadian Democracy.”

File consists of correspondence and a letter of agreement between Whitaker, Gregory Kealey, and University of Toronto Press (UTP) for the publication of their book ‘Canadian Secret Service: The Security Service from the Nineteenth Century to Today.’’ File also includes a congratulatory letter from the organizers of the Killam Fellowship Award and a short discussion regarding author Salman Rushdie. Intelligence and National Security International Journal

File consists of correspondence, a journal publishing agreement (unsigned), and manuscript drafts relating to the article ‘Accountability in National Security,’ co-written by Stuart Farson and Whitaker for the Intelligence and National Security International Journal. Secret Service – Awards and Accolades

File consists of correspondence, invitations, event programs, invoices and itineraries related to honours received during and after the publication of “Secret Service: Political Policing in Canada from the Fenians to Fortress America.” It includes correspondence congratulating Whitaker on the Governor General’s History Award and event programs for the award presentation at Rideau Hall and celebratory dinner. It also includes correspondence related to the Social Sciences and Humanities Research Council of Canada (SSHRC) award to fund publication, in addition to correspondence, invoices and itineraries related to the Canada Prize in the Social Sciences.

Bill C-51, An Act to amend the Criminal Code and the Department of Justice Act

File consists of Whitaker’s expert opinion on Bill C-51, a bill intended to make changes to the Canadian Criminal Code and the Department of Justice Act. File includes an invitation, reimbursement forms, Whitaker’s notes during his appearance in front of the Standing Committee on Public Safety and National Security, and research notes on CSIS’s powers as an intelligence service. File also includes a thank you note from ‘Murray’ with the Arms of Canada emblazoned on the cover page.

Bill C-36, Anti-Terrorism Act

File consists of Whitaker’s expert opinion on Bill C-36, an omnibus bill targeted at combating terrorism after the events of September 11, 2001. This bill became the Anti-Terrorism Act (S.C. 2001). File also includes memorandums regarding Canadian Intelligence Services, correspondence, meeting notes, and invoices for travel expenses in Ottawa. File also includes ‘What has been the impact of the Anti-Terrorism Act in Canada?’ Whitaker’s submission to the Research and Statistics Division of the Canadian Department of Justice’s 2004 publication ‘The Views of Canadian Scholars on the Impact of the Anti-Terrorism Act’ and the 2010 Prism article ‘Will Prevenative Arrests And Investigative Hearings Arise from the Dead?’

Analysis of CRTC ruling Order 2000-676

File consists of one copy of Whitaker’s analysis on the CRTC 2000-676 ruling, inlcuding contracts, agreements, legal documents, a checklist and correspondence relating to the case.

Gomery Commission Report

File consists of the findings of the Commission of Enquiry into the Sponsorship Program and Advertising Activities (CISPAA) led by Justice John Gomery, an overview of the 2006 Gomery Commission Report, letters to then Prime Minister Stephen Harper regarding its recommendations, and responses by Whitaker, the Globe and Mail, Literary Review of Canada. These reports were comissioned by former Prime Minister Paul Martin in response to a sponsorship scandal in Quebec with involvement from the Liberal Party of Canada.

Socialist Register

File consists of correspondence, itineraries, and subscription postcards relating to Whitaker’s association with the Socialist Register. It also includes miscellaneous pages relating to the contents of a home computer, with some words highlighted.

Leo Panitch

File consists of obituary and commemorative articles related to the passing of Leo Panitch, Marxist scholar and former professor at York University and Carleton University. It also includes selected excerpts of academic articles written by Leo Panitch and Donald Swartz

Canadian State Trials Vol. 5

File consists of drafts of Whitaker’s chapter “The Gouzenko Affair: From Star Chamber to the Court Room”, editorial guidelines and titles, editorial recommendations regarding ‘The Gouzenko Affair’ and Chapter 1 ‘Introduction: World War, Cold War, and Challenges to Sovereignty.’ These chapters formed parts of “Canadian State Trials Volume V.” last updated in May 2019.

Gouzenko Trials Project

File consists of correspondence, access to information requests, article clippings, research notes and draft copies of articles on Igor Gouzenko, a Soviet defector. Whitaker’s colleague William Kaplan had supplied the former with resources after abandoning a project on Gouzenko.

Osvaldo Giacomelli v. Attorney General of Canada

File consists of correspondence and the affidavits of both Whitaker (as expert witness) and the Attorney General of Canada relating to the case Osvaldo Giacomelli v. Attorney General of Canada. Giacomelli was an Italian-Canadian who was interned on Prince Edward Island during the Second World War for alleged Fascist sympathies and released in May 1945. He sued the Government of Canada in 2005, but died before the case was resolved.

E. Herbert Norman Research File

File consists of research compiled on the subject of E. Herbert Norman, a Canadian diplomat and historian known for the book “Japan’s Emergence as a Modern State” (1940). Norman was accused of being a Communist in the 1950s. File also includes Whitaker’s remarks on Norman’s life and eventual suicide during the Cold War, presented at York University during the launch of a new edition of Norman’s book Japan’s Emergence as a Modern State.

Frank Pratt Case

File consists of Whitaker’s expert opinion on Frank Pratt’s case, along with correspondence, policy documents, transcripts and transmittals relating to Frank Pratt’s actions and CSIS procedures during the Pierre Roy investigation.

CSIS Heritage Front Research File for ‘The Bristol Affair’

File consists of report summaries, magazine and academic articles, newspaper clippings, correspondence and contact lists relating to the Canadian Security Intelligence Service (CSIS) and the Security Intelligence Review Committee (SIRC). This research was conducted in relation to the Heritage Front Affair, a political scandal regarding CSIS’ infiltration of Heritage Front, a neo-Nazi organization. Whitaker’s paper on the subject, titled ‘Bristol Affair’: A Crisis of Accountability in Canadian Security Intelligence is included.

Advisory Committee Special Examination of the Canadian Air Transport Security Authority

File consists of correspondence, a draft special examination plan, the Adivsory Council on National Security’s review of the Canadian Air Transport Security Authority Act, briefings, news releases, and a draft summary of the Air India report by the Advisory Panel. It also includes a photograph, assumed to be of the CATSA Advisory Council members.

Canadian Air Transport Security Authority – Board of Directors

File consists of a draft organizational profile, profiles and responsibilites of executive board members, terms of reference, correspondence, selection criteria and evaluation of a prospective CEO and Chairperson at the Canadian Air Transport Security Authority (CATSA). It also includes CEO Activity Reports and Organizational Structures for CATSA’s various committees.

Arar Inquiry Advisory Panel

File consists of correspondence, legal documents, food allowance appendices, rules of procedure and terms of reference, memorandums, contracts, security clearance forms and a case summary related to the Arar Inquiry, examining the role of Canadian Officials in the deportation (from the United States) of Syrian-Canadian dual citizen Maher Arar to Syria, where he was later detained and tortured. Whitaker served on the Advisory Panel for Policy Review on this case. It also includes a photograph, assumed to be of the Arar Inquiry Advisory Panel members. One memorandum contains tea or coffee stains.

Legal Consultations, 1995-2011

File consists of legal proceedings and correspondence relating to the cases Ahani v. Her Majesty the Queen, Suresh v. Canada, Al Yamani v. Canada, Singh (Iqbal) v. Canada, Jaballah v. Canada. Whitaker testified as an expert witness in the aforementioned cases, which often involved national security and immigration issues.

Robert Goldstein Collaborative Works

File consists of correspondence, draft manuscripts, an annotated bibliography, a book proposal and newspaper clippings related to Whitaker’s work with Robert Goldstein. It also includes the article “1837-38: Rebellion Reconsidered” by Allan Greer.

File consists of articles written by Whitaker about the cases of Maher Arar and Omar Khadr, two Canadian citizens who were detained outside of Canada under the Anti-Terrorism Act.
